Extraditable means that the issuing county will pay the cost or come and pick you up from the jail where you are being held.
Non-Extraditable means that the county will not pay the cost to extradite you if you are arrested in another jurisdiction. An example is that is in Washington State you get arrested in Whatcom County and your warrant is a "Non-Extraditable" warrant issued by Pierce County. Pierce County will not pay the fees to have you transported. So it is highly possible that the local police will release you and tell you to clear it up with Pierce County.
."Non-Extraditable" or "ExtraditableIf you have an outstanding USA arrest warrant, you may or may not be arrested while trying to cross the border. One big factor will be if the warrant is "a us entry waiver.
